We are able to offer a limited amount of parking at a special price through TVBC in the nearby Shepherds Spring Lane Car Park. You are eligible to apply for a parking permit if you live more than 3 miles from the College or have a disabled parking permit.

Car Parks are patrolled regularly to check for parking permits, and any unauthorised parking may incur a parking penalty from TVBC. You must comply with the Terms & Conditions of Issue as detailed below.

The permits are available for 3, 4, or 5 days and are only valid term time

3 day pass will cost £120

4 day pass will cost £160

5 day pass will cost £200

If you live within 3 miles of the College but consider yourself to have extenuating circumstances which require you to have a parking permit, please provide details within your application and your request will be carefully considered.

You must notify the College of any changes to your vehicle, failure to notify any changes may result in a parking penalty.

How to apply

Once you have completed the application and organised payment please bring a copy of your confirmation email to Main Reception to pick up your parking permit.

Terms & Conditions of Issue

Use of Season Ticket car parks must accord with the current Borough Council of Test Valley (Off-Street Parking Places, Andover and Romsey) Order, available for inspection at the Beech Hurst Council Offices in Andover.

Where can I park and which vehicles can use a Season Ticket?

Season ticket holders must park the motor vehicle within the marked bays, and only in the car park named on the Season Ticket.

Should season ticket holders wish to park in any car park other than that for which their season ticket is issued, then payment for parking must be made.

‘Motor vehicle' includes all motor vehicles except:

  1. Goods Vehicles exceeding 2524 kg unladen weight and
  2. Passenger Vehicles adapted to carry more than eight persons (excluding the driver)

When can I use my Season Ticket?

This Season ticket is valid during charging hours, during Term Time Only, for the number of weekdays stated on the permit, and only on those weekdays which have been circled on the front of your permit. It is not valid for use on Saturdays.

It is valid from the date of issue and will remain valid until such time as either the permit expires, is surrendered or withdrawn, or until there is a need for the permit to be replaced due to a change of circumstances. Temporary cessation will only be considered in exceptional circumstances.

Displaying the permit

Permits must be displayed in the vehicle’s front windscreen so that the permit details are clearly visible from the outside of the vehicle. The permit must not be altered in any way nor a photocopied permit displayed. A hand-written note placed in a vehicle’s windscreen will not prevent a Penalty Charge Notice from being issued.

Lost permit / Damaged or unreadable permits

Permit Holders must notify Andover College immediately of any lost permits. Andover College must then notify the Council immediately of the lost permit details, as the permit needs to be cancelled. An administration fee of £30.00 is made for replacing a lost permit. Andover College will issue a replacement permit to the Student.

Should a permit become damaged or unreadable, the Student must return this immediately to the College for replacement. The College will return the damaged permit to the Council, and there will not be a charge for this permit.

How do I renew my permit?

Andover College administer the issue of these permits. The College will request renewal and arrange the distribution of any renewed permits.

How do I cancel my permit?

There will be no refunds issued by the Council for permits that are no longer required throughout the year. If a student withdraws, the full cost of the annual permit will be paid .

Can I transfer to another Season Ticket car park?

This season ticket is non transferable.

Other Important Information

A season ticket will be cancelled and recalled if a payment is subsequently refused or declined after the season ticket has been issued.

You may not use a vehicle in connection with the sale of any article to persons in or near the parking place or in connection with the selling or offering for hire of his or her skill or services

A vehicle displaying an expired season ticket or parked in contravention of the restrictions is liable to incur a Penalty Charge.

Penalty Charges will not be withdrawn and failure to pay a charge may result in Prosecution. Season ticket holders incurring a Penalty Charge under these circumstances may be required to make a fresh application, although this does not guarantee that a further permit will be granted.

Between the hours of 08:30 & 18:00, the Council will make every reasonable effort to exclude non season ticket holders’ vehicles from any dedicated season ticket car parks. However, the Council cannot accept liability if for any reason spaces in season ticket car parks are obstructed by non season ticket holder’s vehicles during these hours.

Persons making use of these parking facilities are given notice that neither the Test Valley Borough Council nor its employees, servants or agents will accept liability for loss or damage to property (including vehicles and their contents) or for personal injury, whether caused by neglect of the Council or its employees, servants or agents or otherwise. All vehicles and their contents are left in permit holder car parks at their owners’ risk.

The Council reserve the right to close a season ticket car park at any time for any reason whatsoever and make alternative space available, on the same conditions, in another season ticket car park or make a refund proportional to the unexpired months.

The Council reserves the right to withdraw or refuse to issue or renew a ticket if any of the above conditions are not adhered to. Use of the car park by any person will be deemed to be an acceptance of these conditions.

This authority is under a duty to protect the public funds it administers and to this end may use the information you have provided for the prevention and detection of fraud. We may also share this information with other bodies responsible for auditing or administering public funds for these purposes.
